Mayor Daniel Lurie secured an agreement with Caltrans granting San Francisco authority to clean and clear encampments on state highway sections beneath overpasses and along ramps. The agreement targets eight high-priority hotspots, including Route 101 overpasses at Cesar Chavez Street and 13th Street in SoMa, additional 101 overpass locations, and a couple of sites around or under I-80. Areas under overpasses and beside ramps are Caltrans property, which previously limited city clearing. The arrangement was signed midweek and city crews began clearing soon after, following public-notification procedures prior to removals.
