"It's four houses or it's nothing... thanks, Comprehensive Watershed Ordinance," Whitliff said, highlighting the constraints imposed by environmental regulations.
Commissioner Stern proposed a lower unit cap under the conditional overlay as a compromise, which passed unanimously, showing responsiveness to community concerns.
