Gen. Joshua Rudd was confirmed by the Senate in a 71-29 vote to lead both Cyber Command and the National Security Agency in a dual role. This marks the first permanent leadership for these organizations since Gen. Timothy Haugh was removed last April following pressure from far-right activist Laura Loomer. Lt. Gen. William Hartman had served in an acting capacity since then. Rudd's confirmation required a procedural vote after Sen. Ron Wyden placed a hold, citing concerns about Rudd's lack of signals intelligence experience. Rudd brings a non-traditional background, having served as deputy commander of U.S. Indo-Pacific Command with extensive special operations experience. His Indo-Pacific background is viewed by some analysts as relevant to cyber operations involving China.
