But over the course of the fall, 2024, and early spring, 2025, Ginsberg never told the mayor, the supes, the city attorney, or other agencies impacted by the Parks Alliance meltdown that the crisis was happening. He didn't take that step until April, 2025-at which point some of the money owed to community groups was gone."
Senior Recreation and Parks Department staff, including Director Phil Ginsburg, identified cash-flow problems at the San Francisco Parks Alliance by June 2024 and spent months seeking financial information. Ginsburg formally requested updates on funds for partnership projects such as LetsPlaySF!, India Basin, and the Commemorative Bench Program and asked staff to confirm invoices and remaining balances. Despite repeated concerns through late 2024 and early 2025, department leadership did not notify the mayor, board supervisors, city attorney, or other affected agencies until April 2025. By the time officials were informed, some funds owed to community groups were already missing.
