The House Education and Workforce Committee passed a bill enabling President Trump to dismiss leadership and all board members of the Harry S. Truman Scholarship Foundation, an independent agency established in 1975. Republican lawmakers contend the foundation, designed to support 50 high-achieving undergraduates annually pursuing public service careers, has become biased toward Democratic applicants despite bipartisan board oversight. The proposed legislation would limit interview panels to no more than 50% from one political party, establish a conduct code, and require U.S. citizenship for eligibility. Democrats opposed the bill, questioning the alleged bias and warning it would allow presidential control over scholarship selection.
