Governor Gavin Newsom signed SB 395 to allow San Francisco to issue up to 20 additional low-cost liquor licenses for a designated downtown retail district. State Senator Scott Wiener authored the bill and Mayor Daniel Lurie sponsored it as part of a plan to boost downtown recovery. Lurie and Wiener specifically referenced Union Square and Yerba Buena as likely target neighborhoods. The new licenses will cost about $20,000 each, compared with secondary-market prices as high as $200,000. Some existing hospitality operators warn that concentrating 20 new licenses in the same area could overwhelm the local market and threaten current businesses' survival.
