Los Angeles County is set to pay $2.7 million to teen Jose Rivas Barillas after he was viciously beaten in juvenile hall, leading to a major criminal investigation. "What made this unique is the video," said Rivas Barillas' attorney, Jamal Tooson, who noted his client suffered a broken nose and traumatic brain injury.
California Atty. Gen. Rob Bonta referred to the coordinated brawls as 'gladiator fights' and revealed that 69 such incidents were recorded in the hall.
In response to the incident, officials must produce a corrective action plan, as they failed to act promptly following the attack.
