Human Rights Watch (HRW) has reported that Russian military forces are employing drones to systematically target Ukrainian civilians, causing numerous casualties and injuries. The NGO's findings reveal that between June and December 2024, at least 45 drone attacks on civilian targets were documented, resulting in more than 30 deaths and hundreds of injuries. HRW utilized eyewitness testimonies and video evidence to highlight the deliberate nature of these attacks. The report calls for accountability from the international community regarding Russia's actions in Ukraine during the war.
Belkis Wille, a director on arms and conflict at HRW, stated, "the intent is to kill, maim, and terrify civilians," underscoring the urgent need for accountability.
The findings support reports from Kherson where drone operators trained by targeting civilians in human safaris, illustrating the reckless nature of these attacks.
