European countries and EU summon Russian envoys over threats on Kyiv

Germany, the Netherlands, Norway, and the European Union summoned Russian envoys after Moscow warned foreign citizens and diplomatic personnel to leave Kyiv ahead of renewed air strikes. An EU spokesperson called the threats an unacceptable escalation and urged Russia to stop striking civilians and to engage in genuine peace talks starting with a full and unconditional ceasefire. Russia said it planned further strikes on Kyiv after weekend drone and missile attacks killed four people. Russia used the Oreshknik hypersonic missile, described as traveling about ten times the speed of sound. Russia also accused Ukraine of attacking a vocational school in Luhansk that killed 21 people, and President Vladimir Putin ordered options for retaliation. Russia’s foreign ministry said systematic strikes would target Ukrainian military-industrial facilities, including decision-making centers and command posts.

"Russian President Vladimir Putin ordered his military on Friday to prepare options for retaliation in response to the attack. Under the current circumstances, the Russian Armed Forces are starting to launch systematic strikes against Ukrainian military-industrial facilities in Kyiv, Russia's Ministry of Foreign Affairs said in a statement on Monday. The strikes will target both decision-making centres and command posts."
