Doubts arise about planned DRC-Rwanda peace agreement DW 05/30/2025

On April 25, a memorandum of understanding was signed by foreign ministers from the DRC and Rwanda, aimed at fostering economic cooperation and a potential peace agreement. U.S. Secretary of State Marco Rubio attended the signing, highlighting American investment in linking the regional economies. Though both sides express cautious optimism, there is concern regarding the withdrawal of M23 rebels from occupied territories. The deal seeks to address conflict and boost economic development, particularly in the DRC, which holds significant mineral deposits.
"We are discussing how to build new regional economic value chains that link our countries, including with American private sector investment," Nduhungirehe said.
"This is a good thing. Nevertheless, we have always deplored Rwanda's deceitful behavior. We want a prosperous, dignified, strong DRC," Misona said.
"It has not been clearly agreed that the M23 rebels must withdraw from the occupied territories," Kerstan said.
The US State Department says the agreement aims to end the conflict and promote economic development in the Great Lakes region.
