Ellis Partners filed pre-application plans for two seven-story apartment buildings totaling 158 units at 44 and 88 Encina Ave., located behind Town and Country Village on former parking lots. The project includes 165 resident parking spaces and 150 shopper spaces across the first three floors of each building. The site sits near Palo Alto High School, Stanford Stadium, and the Palo Alto Medical Foundation. Ellis Partners cited proximity to schools, shopping, and transit to argue walking will reduce traffic. The proposal follows a contested townhouse project by another developer on an adjacent parcel.
