The low-lying Jewel Streets neighborhood, known as The Hole, suffers swampy flooding, bumpy roads, overgrown lots, trash and leaky septic tanks because homes are not connected to the city sewer system. The Mayor's Office of Climate and Environmental Justice will proactively collect information from homeowners interested in selling one- to four-unit homes and vacant lots, marking the first such voluntary buyout effort across the five boroughs. Some residents see relief in the offer after decades of persistent water in basements and ongoing infrastructure failures. Homeowners hope for fair market value if they choose to sell.
