The City Council voted unanimously on Oct. 1 to send a draft short-term rentals law to the planning commission for a public hearing. Saratoga currently does not formally allow short-term rentals. The draft would limit short-term rentals to 5% of the city’s housing stock, or 575 of 11,500 units, and could generate about $80,000 in transient occupancy taxes. A compliance program would require unlicensed rentals to obtain permits and remit taxes for the prior two years. Common complaints include noise, parking and trash. The draft would bar renting accessory dwelling units, though allowing ADU rentals could provide income and companionship to homeowners aging in place. The planning commission has not yet scheduled the issue.
