Ellis Partners filed a pre-application for two seven-story apartment buildings totaling 158 units on parking lots at 44 and 88 Encina Ave. The buildings would flank a proposed 10-condominium development at 70 Encina Ave. that Ellis Partners previously opposed. The project is being pursued through the Planned Home Zoning (PHZ) process, which requires reserving one in five units for low-income residents and involves multiple public hearings and revisions. Preliminary renderings echo Town & Country architectural elements such as clay tile roofs and covered walkways, and show amenities including a wellness center and a sky lounge on the top floor.
