The City Council voted 3-1-1 to approve a nonprofit housing project providing 40 affordable apartments, with 19 units reserved for adults and families with intellectual and developmental disabilities. The two-story complex will occupy a 0.79-acre strip of city-owned land adjacent to Highway 85 and will require removing parts of the street and eliminating 89 parking spaces. Charities Housing is the developer. The decision followed a three-hour meeting with presentations and public comment and faced strong neighborhood opposition; one councilmember voted no and the vice mayor abstained. The project still requires approval to sell the parcel for $1 and must meet surplus-site rules and tax-credit timing.
