An effort is underway to rewrite the county's ordinance for accessory dwelling units to allow owners to sell the units as condos in unincorporated areas, a policy shift made possible by a new state law looking to boost homeownership through ADUs."
"Vince Nicoletti, the county's director of planning and development services, said "time will tell" how ADU sales pan out in the unincorporated areas. "The ability to sell an ADU, it's definitely a tool in the toolbox that we wanted to bring to the board (of supervisors) for consideration," Nicoletti said. "We'll be tracking this closely over the next three to five years to see if it's something that people start to convert in the future.""
Unincorporated San Diego County is experiencing an ADU boom and a proposed ordinance would allow ADUs to be sold as condominiums under a 2023 state law. If adopted, the county would join San Francisco as the second county to opt into the sales program. Several cities, including Santa Cruz, San Jose and the city of San Diego, have taken similar steps. Early uptake has been limited, with only one ADU sale reported in San Jose. A county analysis estimated formal conversions could take two to three years because of requirements for private access, off-street parking and utility connections. A Planning Commission vote and a Board of Supervisors review are scheduled.
