Apparently it can do neither, all while billing the recipients some of the highest rates in the country. City Hall, you have no business billing people for something that we cannot live without. City Hall diverts water revenue toward nicer trappings and discretionary expenses instead of ensuring basic service. Consumers are billed for an essential resource that is unreliable and potentially unsafe. Charging high fees for something necessary to life imposes undue hardship and violates principles of human dignity. Water access must be affordable, reliable, and protected from municipal revenue-seeking. Public agencies should prioritize delivering safe drinking water rather than treating the utility as a cash cow.
