Veterans Affairs chooses 9 for $14B health care transformation recompete

Nine service-disabled/veteran-owned small business teams won spots on a potential 10-year, $14 billion Integrated Healthcare Transformation 2.0 contract to support Veterans Affairs health care modernization. Like its predecessor, VA set up IHT 2.0 to hire a group of service-disabled/veteran-owned small businesses that act as a team lead. Each prime wears the label of VITAL, short for Veteran Integrated Team Agile Lead. The original IHT contract was awarded in 2020 to six companies and has seen $804.6 million in task order volume flow through it since. GovTribe data indicates the IHT contract's last date to order as March 31, 2030.

VA's Veterans Health Administration runs this procurement as the agency responsible for the health care system supporting veterans and heavily emphasized the word "team" all throughout the process to create and award IHT 2.0. For this contract's specific context, VHA described its ideal lineup of teams as having "combined their reach and collective capabilities to tackle some of VHA's largest professional service requirements." VHA particularly evaluated each prime bidder's experience in the contract's key capability areas, experience in navigating complex work with large organizations, experience in health care integration, and experience in large-scale contract management. Work will take place over an initial five-year base period, followed by a single option covering five more years.
