The Chartered Trading Standards Institute reported that nicotine pouches fall between regulatory gaps, not classified as a specific tobacco or nicotine product.
According to a 2024 YouGov survey, the awareness of nicotine pouches among 11- to 17-year-olds increased from 38% to 43% this year.
Duncan Stephenson of the CTSI emphasized the need for strong, proactive regulation to protect children from the availability of potentially harmful products.
