The government will expand the soft drinks industry levy to include bottles and cartons of milkshakes, flavoured milk and milk-substitute drinks. Drinks made in cafes and restaurants will be exempt; only pre-packaged products are affected. The policy sets a sugar threshold of 4.6g per 100ml for taxed drinks. Ministers linked the move to concerns about childhood obesity, its disproportionate impact on poorer families, long-term health harms and increased NHS costs. Fiscal details will be set out by the Chancellor in the Budget. The government also plans measures to reduce junk-food advertising and emphasise prevention in the NHS 10-year plan.
