But, given how very few organizations hit that $800K threshold, while the bill didn't exclusively name Planned Parenthood, they didn't have to. The bill also affected Maine Family Planning, which operates 18 clinics across the state, and has since said they'll be forced to close clinics and eliminate crucial services."

In July, District Court Judge Indira Talwani temporarily blocked a GOP omnibus bill provision that sought to bar recipients of substantial federal funding from receiving Medicaid reimbursements after providing abortion services. The U.S. First Circuit Court of Appeals later overturned the injunction, allowing the Department of Health and Human Services to bar Planned Parenthood from Medicaid funds. The bill's defund provision forbids nonprofits that both provide abortion services and receive $800,000 or more in federal funding from receiving Medicaid reimbursements for one year. The measure affects other providers such as Maine Family Planning, which says it may have to close clinics and cut services, risking Medicaid patients' access and straining state healthcare systems.
