Camden Council is rolling out personal passports that allow people with experience of rough sleeping to record information to share with services like the NHS and housing providers. The passports aim to prevent repeated disclosure of sensitive information that can be re-traumatising, exhausting and confusing. Camden recorded a 26% rise in rough sleeping this year and has one of the highest homelessness rates in London, second to Westminster. The council published a five-year homelessness strategy with plans for new temporary accommodation, hundreds of social and affordable homes, hostel Wi‑Fi and more permissive pet policies. The passport scheme was co-developed with people with first‑hand homelessness experience and was trialled three years ago.
