San Francisco shifted its biennial point-in-time homeless count from late-night to a morning timeframe of roughly 5 am to 10 am to reduce nighttime undercounting. Outreach workers and volunteers both conducted the count and administered surveys on the spot instead of waiting weeks for follow-up interviews. The city expects the methodological changes to yield a more accurate picture of where people came from and their circumstances, though waking people and early-hour access posed operational challenges. Oakland also conducted morning counts. The counts fulfill a Department of Housing and Urban Development mandate for federal homeless funding. The 2024 census found 8,328 people total, a 7% increase, including 4,355 unsheltered.
