California joined in January, while Illinois, New York state, and New York City joined in subsequent months. GOARN comprises over 310 organizations worldwide and has managed more than 175 global health emergencies since 2000. State public health agencies previously relied on federal government participation for outbreak information. Medical epidemiologist Dr. Ali Khan emphasizes that the COVID-19 pandemic demonstrated disease's borderless nature and the critical importance of global information sharing to control infectious disease spread.
