The system includes state-law data privacy and security measures with regular deletion of data not actively used in investigations. The database cannot be used to investigate immigration status or to monitor legally protected activities such as protests or rallies. California law enforcement agencies may search the database without a warrant if they provide a legitimate law enforcement purpose. Fixed-location deployment of automated license plate readers began in 2022 after several high-profile retail robberies. A total of 472 readers are deployed along accident-prone thoroughfares and intersections near crime hotspots and shopping areas, producing leads in serious cases and aiding homicide resolution.
