San Clemente approved a plan allowing Customs and Border Protection to install cameras on a hill to surveil the coastline for incoming panga boats. The city council vote passed 3-1 with one abstention after a heated Jan. 20 meeting with strong local opposition. The lease grants CBP land use for at least five years with renewals up to 20 years; CBP will pay a one-time $10 fee and cover electricity and maintenance. San Clemente will have no oversight over collected video data or its use. Panga boats have been used to deliver immigrants and contraband, and a recent panga-style capsizing off San Diego killed four and rescued five, highlighting safety risks.
