The FBI intelligence division plans to obtain direct access to a large network of cameras to expand information sharing with federal, state, local, and tribal law enforcement agencies. Flock provided temporary access to multiple federal agencies during a pilot, but sharing with ICE is not supported. Flock states that communities using its cameras can grant access to federal agencies, while federal sharing is disabled by default and requires opt-in permission from the local agency. Flock also says there is no backdoor into its system and access is explicitly permission-based. State laws can further restrict sharing of ALPR camera data, including California prohibitions on sharing with out-of-state or federal law enforcement and a Virginia law imposing similar limits. The FBI request for proposals requires contractors to identify where data servers are located.
