That included what some characterized as thinly-veiled threats from the mayor to homeless providers. Morillo's proposal failed in a 7-5 vote."
Portland City Council confronted Mayor Keith Wilson and residents over a proposal to reallocate funds used for homeless encampment sweeps toward rent assistance and long-term supports. Mayor Wilson urged supporters to block Councilor Angelita Morillo's proposal, and outreach over the weekend included what some called threats toward homeless providers. Morillo's proposal failed in a 7-5 vote during an extended November 12 session that devoted much of its time to heated debate over prioritizing sweeps versus assistance. The council will vote on the mayor's Technical Adjustment Ordinance (TAO) on November 19 amid renewed penalties for encampment violations.
