Central CA councilman accused of assaulting Bay Area councilwoman at Florida conference

Fowler City Council member Daniel Parra, also a city manager in Orange Cove, has been charged with assault following accusations made by San Leandro Vice Mayor Xouhoa Bowen during a city council meeting. Bowen alleged that Parra physically violated her at the National League of Cities conference in Tampa, Florida, on November 13, 2024. Following the incident, Bowen filed a report with law enforcement, which has led to a criminal investigation. Parra's attorney maintains his innocence, stating their intention to prove it. His court appearance is scheduled for March 31.
On Nov. 13, 2024, while I was attending an event at the National League of Cities annual conference in Tampa, Florida, Daniel Parra, a member of the City of Fowler city council, physically violated me.
Mr. Parra is an immediate past president of the League of California Cities. I filed a report with the city of Tampa Police Department.
Parra's attorney released a statement to Action News, which reads in part: "He is innocent. And we intend to prove it. Stay tuned."
Court documents obtained by Action News show Parra was charged with battery for an incident on Nov. 13.
