Portland City Council met three times to amend Mayor Keith Wilson’s proposed budget amid a $160 million budget gap. A nearly 12-hour meeting included funding for a new data privacy office, changes to programs that displace homeless people, and increased tree planting and restoration funding. Many amendments ended in 6-6 ties as the moderate “Mod Squad” blocked most proposals, including some supported by council members.
