Pennsylvania Gaming Regulators Claim They Can't Force Sweepstakes Operators Out

The Pennsylvania Gaming Control Board revealed limitations in regulating illegal sweepstakes casinos during a recent assembly meeting. Chief counsel Steve Cook stated that existing state laws, particularly the Pennsylvania Racehorse Development and Gaming Act, restrict the agency's enforcement capabilities. Although the board can pursue cease-and-desist orders and issue a few administrative remedies, it lacks the power for criminal prosecution. The board continues its efforts against illegal operators, asserting the illegality of sweepstakes casinos, while the state supreme court is evaluating the legality of skill games that resemble casinos.
