Federal sentences follow massive Guam bingo fraud
Jose Arthur “Art” Chan Jr., Christine Chan, and Michael L. Marasigan were sentenced in federal court for roles in an illegal gambling and fraud scheme tied to the Guam Shrine Club’s Hafa Adai Bingo parlor in Tamuning. Prosecutors said the operation ran for years while falsely claiming it raised funds to support travel for children seeking medical care at Shriners Hospital for Children in Hawaii. Authorities said more than $10 million was siphoned away from children needing treatment and used for the defendants’ own purposes. A federal jury convicted all three in May 2025 on conspiracy to operate an illegal gambling business, conspiracy to commit wire fraud, and money laundering conspiracy. Christine Chan and Marasigan were also convicted on additional money laundering counts. Marasigan was sentenced in absentia after fleeing before sentencing and failing to appear for scheduled proceedings.
