San Jose appointed Monica Wylie as deputy director of its Animal Care Center effective Oct. 26 after a nationwide search following the medical retirement of Jay Terrado. Wylie brings nearly 20 years of animal welfare experience, including 15 years at the Humane Society for Tacoma and Pierce County and recent leadership of a Southern California rescue organization. A 2024 audit found overcapacity, substandard conditions, inadequate medical services including trap-neuter-return, and poor engagement with rescue groups. The city is implementing 39 audit recommendations, while advocates and officials have questioned progress after subsequent incidents of animal deaths and questionable care.
