Christina Urrutia Urena, 35, will not regain 28 dogs seized from her Windsor home after officers documented an illegal kennel with animals confined in crowded and appalling conditions. A Windsor code hearing reached the decision, and Urrutia has until early February to appeal. Sonoma County prosecutors charged her with four felony counts of animal cruelty and four misdemeanor counts tied to conduct across a 15-month span beginning September 2024. Sonoma County Animal Services and North Bay Animal Services reported concerns after an April 2025 bite and a December inspection. A contract veterinarian noted testing of 61 surrendered dogs revealed giardia and roundworms and recommended immediate confiscation and further investigation because some diseases are highly contagious and zoonotic.
