"Search Console should give you some reason why the pages are not indexed under 'Why pages aren't indexed' in Page Indexing report. That should give you some idea of what to fix. When I found several pages without any relevant information about why it wasn't indexed, in those cases, I clicked on the 'Request Indexing' and usually in the lapse of 3 days the page came up."
