A federal court ruled that DOGE personnel did not have authority to terminate NEH grants and that the cancellations violated the First and Fifth Amendments. The NEH was found to be created to support intellectual and cultural work by private citizens, scholars, teachers, writers, and institutions, not as a vehicle for government expression.
