Zohran Mamdani credited Rudy Giuliani with restoring free Staten Island Ferry service and connected that action to broader efforts for free transit. The Staten Island Ferry had been free until Mayor David Dinkins imposed a 50-cent fare in 1990 during a fiscal crisis, and Giuliani removed the fare in 1997 while running for re-election. Giuliani oversaw the city Department of Transportation, which operates the ferry. Eliminating bus fares would require MTA approval and likely state legislative and gubernatorial action. Mamdani also praised Dinkins as a "gorgeous mosaic," called Dinkins a democratic socialist, praised Bloomberg's management and green-space expansions, and credited de Blasio with creating universal pre-K that saved working parents thousands of dollars.
