A local panel rejected Manhattan's final proposal for a full-service casino, denying the six-acre Freedom Plaza project near the United Nations by a 4-2 vote. Two other Manhattan proposals, including a Jay-Z-backed Caesars Palace in Times Square and a Hudson Yards resort, were previously rejected by local boards amid neighborhood opposition. Panel members appointed by Governor Kathy Hochul and Mayor Eric Adams supported the project, while panel members representing local lawmakers opposed it, citing resident concerns about congestion and public safety. Developers said the project would have brought visitors, jobs, housing and community benefits. Five proposals remain competing for up to three gaming licenses.
