"Brutus, N.Y. - State Police last week set up a sting after a Central NY resident reported being scammed out of $18,500 and the scammer was coming back for more. Troopers were waiting, and when the New York City man arrived to collect $22,400, he was arrested, the State Police announced in a news release Wednesday. Xueye Luo, 43, was charged with third-degree attempted grand larceny, according to Trooper Lynnea Crane, a spokesperson for State Police."

At 4:19 p.m. on Feb. 12, the man - later identified as Luo - arrived at the victim's home to pick up a package that contained $22,400 in cash. Luo was immediately taken into custody without incident, Crane said. Troopers also found after the arrest that Luo had eight grams of ketamine on him and more in his car, Crane said."
State Police set up a sting after a Central New York resident reported being scammed out of $18,500 and the scammer arranged to return to collect more. An undercover operation led troopers to wait at the victim's home, and at 4:19 p.m. on Feb. 12 a New York City man, later identified as 43-year-old Xueye Luo, arrived to pick up a package containing $22,400 in cash. Luo was taken into custody without incident and charged with third-degree attempted grand larceny. Troopers found eight grams of ketamine on Luo and additional ketamine in his vehicle. Luo was also charged with fourth-degree criminal possession of a controlled substance, arraigned, and held without bail at the Cayuga County jail.
