A state of emergency was declared, imposing a travel ban and closing city streets to non-essential vehicular traffic from 9 p.m. Sunday to noon Monday. Alternate Side Parking is suspended for Monday, Feb. 23, and the Department of Consumer and Worker Protection is directed to monitor and enforce against price gouging. Emergency agencies including NYPD, FDNY, Department of Sanitation, Department of Transportation, and NYC Emergency Management are instructed to take all necessary steps to protect public safety. Exemptions to the travel ban cover government and emergency vehicles, public transit, delivery of food, fuel and medical supplies, utility repairs, essential worker transport, hospitals and nonprofit relief. Twenty-two warming buses and 13 school warming centers will be available, with sheltering arranged for unhoused individuals.
