Quran McPhatter, 42, was arraigned on a 13-count indictment charging assault, official misconduct, attempted assault, attempted coercion and menacing. Two separate on-duty confrontations in Brooklyn are cited. On Aug. 3, 2025, a passerby in Sunset Park, photographer A.B. Youssef, accused McPhatter of driving unsafely through a crowded area and confronted him. The encounter escalated when McPhatter opened his car door, bumped Youssef, sprayed pepper spray at the ground and drove off. When Youssef went to the 72nd Precinct to complain, McPhatter confronted him again, pressed his chest against Youssef, and threatened to "knock out" the victim, according to video and prosecutors.
