Samuels currently serves as superintendent of Manhattan's District 3 on the Upper West Side and would oversee nearly one million public school students across 32 geographic districts. The appointment ends speculation that Mamdani might choose former U.S. Rep. Jamaal Bowman or retain current Chancellor Melissa Aviles-Ramos.
