Residents on Richmond Terrace near Jersey Street and York Avenue in New Brighton say the roadway was ripped up for utility work and repaved unevenly, leaving the surface rough and causing violent shaking even at low speeds. One resident filed a 311 request for failed street repair on Sept. 30; the complaint was closed within 24 hours with a note that the condition meets city standards and/or there is a valid permit to conduct work. Neighbors report water pooling at the intersection and drivers steering around rough patches. The Department of Transportation says the repaving is temporary, a contractor has active permits, the area is being monitored, and the contractor will be notified immediately.
