Video shows Isaacs shot Small three times within two seconds of Small reaching his window."

Isaacs was indicted by a Brooklyn grand jury for murder and manslaughter, charges that were prosecuted by the state attorney general's office. He was acquitted in November 2017. After the acquittal, the NYPD cleared him of wrongdoing, returning Isaacs to full duty. In 2017, Small's girlfriend sued the city for wrongful death in federal court."

Mayor-elect Zohran Mamdani pledged to strip some disciplinary power from the commissioner, and Tisch is reportedly negotiating to remain in the incoming administration. The shooting occurred after a road-rage confrontation on July 4, 2016; video shows Isaacs fired three shots within two seconds as Small reached his window. Isaacs was indicted, later acquitted, returned to duty, and the city settled a wrongful-death lawsuit for $125,000. The Civilian Complaint Review Board substantiated three improper-use-of-force charges in October 2020.
