New Speaker Julie Menin, who had abstained on the bill previously, declined to call it for an override vote, ending the immediate chance to pass the measure. Legal concerns and opposition from real estate groups reduced support. The amended bill targeted buildings in physical distress or with expiring affordable-rent requirements and aimed to aid community land trusts and mission-driven buyers.
