Carmen Pacheco envisioned a legal career in college and co-founded the city’s first Latina-owned law firm with Betty Lugo in 1992 on the 29th floor of the World Trade Center. The firm combined high-level corporate and banking work with pro bono service focused on outer borough communities like Gowanus. Both founders later became civil court judges. Pacheco was elected to civil court in 2023 as the first person of Peruvian descent on the state judiciary, served in Bronx criminal court, and was appointed Supervising Judge of the Brooklyn Civil Court, overseeing housing, consumer disputes, and small claims. Pacheco emphasizes that every person who enters the courthouse should feel heard and treated fairly regardless of financial means.
