New York must reduce greenhouse gas emissions 85 percent by 2050 under the Climate Leadership and Community Protection Act, and the state scoping plan calls for a 15 percent reduction in vehicle miles traveled. Department of Transportation projects rarely account for VMT reductions, and some officials resist considering such strategies. The Get Around NY Act (S4044/A4230) would require DOT to screen and possibly adjust projects to help meet VMT targets but remains stalled. Two major barriers are vague VMT guidance in the climate law and limited municipal funding for transit and street redesigns, including new bus lanes.
