"A significant majority of the folks who are parking illegally are government workers and government contractors who just don't care about the rules and do whatever they want," Restler said. "It's convenient for them and it sucks for the rest of us."

The overgrown public lot beneath the BQE at Navy Street near Tillary Street had been used illegally for parking for decades and attracted dozens of vehicles. Tow-away signs were posted and focused enforcement removed the long-standing row of illegally parked cars. Councilmember Lincoln Restler prioritized placard abuse and ordered staff to survey 60 blocks of Downtown Brooklyn, documenting an average of 457 illegally parked cars per day, with nearly two thirds displaying placards or talismans like an NYPD vest. The survey found that barely any of those cars had received tickets. A meeting with NYPD Transportation leadership prompted targeted intervention that cleared the lot. A local park worker recalled cars present since before 9/11 and praised the cleaned space, while parking conditions in Downtown Brooklyn remain difficult.
