Phillips, 29, projects to start alongside Quinnen Williams in the Jets' base 4-3 front. Briggs is expected to provide depth after playing 133 defensive snaps as a rookie. The moves were partly prompted by Byron Cowart's ankle injury, which sidelined him since early camp.
