Penn State represents Engram's alma mater, offers extensive recruiting resources, and has underperformed in big games in recent years. Engram's deep college ties and NFL experience make him an attractive candidate. The Commanders cannot prevent Engram from accepting a Penn State offer and will prepare contingency plans.
